Europe’s Golden Visa programs are evolving fast—minimums are rising, rules are tightening, and not all real estate offers value. Investors must now look beyond glossy brochures to evaluate real yield, location strategy, and political permanence. In this post, we break down what makes a property not just compliant—but smart.

The golden age of European Golden Visas has reached a turning point. What began as straightforward residency-by-investment programs have evolved into complex strategic decisions requiring sophisticated analysis. Spain terminated its program entirely in April 2025, Portugal has eliminated real estate investment options while facing massive processing backlogs, and Greece has implemented a three-tier pricing system with enhanced restrictions.

For high-net-worth investors, this evolution presents both challenges and opportunities. The challenge: navigating an increasingly fragmented landscape where traditional programs are ending or becoming more restrictive. The opportunity: acquiring strategic European assets in the remaining programs that deliver both residency rights and superior long-term returns.

At Trois Investments, we’ve observed that the most successful Golden Visa investors share a common approach: they evaluate properties not just for program compliance, but for fundamental investment merit. Here’s how to make that evaluation.

The New European Landscape: Greece, Portugal, and Spain

Understanding the distinct characteristics of each major European program is essential for making informed investment decisions. However, the landscape has changed dramatically in 2025, with Spain ending its program entirely and both Greece and Portugal implementing significant reforms.

Greece: Tiered Pricing with Enhanced Restrictions

Investment Thresholds:

€800,000 in high-demand areas (Athens, Thessaloniki, Mykonos, Santorini)
€400,000 in other regions
€250,000 for commercial-to-residential conversions and heritage restorations

New 2025 Requirements: Properties must be minimum 120 square meters, short-term rentals (Airbnb) are prohibited, and properties must be used for personal residence or long-term rental only.

Residency Rights: Five-year renewable residence permit with no minimum stay requirement

Greece implemented major changes in August 2024 that became effective in 2025. The new regulations created a three-zone pricing system, with high-demand areas seeing investment thresholds increase to €800,000, while other regions require €400,000, and special conversion projects maintaining the €250,000 threshold.

Strategic Considerations: The changes aim to encourage long-term residency and reduce pressure on local housing markets. Greece remains one of Europe’s most accessible programs, but investors must now navigate more complex regulations and consider the impact of short-term rental restrictions on investment returns.

Prime Opportunities: Properties falling under the €250,000 threshold must be renovated and upgraded, offering potential for dramatic value appreciation after renovation in prime areas. Regional markets outside Athens and major islands offer better value with the €400,000 threshold.

Portugal: No Real Estate, Fund-Focused Strategy

Investment Thresholds:

€500,000 minimum for investment funds
€250,000 for cultural donations (limited availability)
€1.5 million for capital transfers

Critical Update: As of October 2023, Portugal no longer accepts real estate purchases as qualifying investments. The program now focuses on investment funds, cultural support, and job-creating ventures.

Processing Reality: Despite being advertised as fast-track, processing is extremely slow with a backlog estimated to take until 2030, leading to widespread investor lawsuits.

Proposed Citizenship Changes: A draft law published in June 2025 proposes increasing the residency requirement for citizenship from 5 to 10 years for most applicants, though this is not yet enacted.

Strategic Considerations: Portugal’s elimination of real estate investment represents a fundamental shift toward economic development priorities. Fund investments require careful vetting as qualifying funds must meet specific requirements including 60% investment in Portuguese companies and CMVM regulation.

Spain: Program Terminated

Status: Spain’s Golden Visa program ended on April 3, 2025, and is no longer accepting new applications.

Final Investment Threshold: €500,000 (real estate route eliminated)

Existing Holders: Investors who submitted applications before April 3, 2025, retain all benefits and renewal rights. Existing Golden Visa holders maintain their status.

Government Rationale: Prime Minister Pedro Sánchez stated the program elimination was necessary to change housing from “a speculative trade into a fundamental right” amid housing affordability concerns.

Alternative Options: Investors seeking Spanish residency must now consider non-lucrative visas, digital nomad visas, or other EU Golden Visa programs for European access.

Qualifying vs. Strategic: Beyond Minimum Compliance

The distinction between “qualifying” and “strategic” real estate investments is crucial for long-term success. Qualifying properties meet program requirements but may offer limited investment merit. Strategic properties deliver residency rights while building wealth through appreciation, income, or both.

Evaluating Investment Merit

Location Fundamentals: Analyze demographic trends, economic development, and infrastructure investment in your target area. Properties in gentrifying neighborhoods or near planned infrastructure projects often outperform those in established but stagnant areas.

Yield Analysis: Calculate realistic rental yields after accounting for management fees, vacancy periods, and maintenance costs. Properties marketed exclusively to Golden Visa investors often command premium prices that compress yields below market alternatives.

Exit Strategy: Consider long-term liquidity and marketability. Properties that appeal only to Golden Visa investors may face limited resale markets, while those attractive to local buyers provide more flexible exit options.

Development Potential: Evaluate opportunities for value-add improvements, zoning changes, or alternative use conversions. Properties with development upside can generate superior returns while meeting residency requirements.

Red Flags to Avoid

Developer Premium: New developments marketed specifically to Golden Visa investors often include significant developer premiums. Compare pricing to equivalent resale properties in the same area.

Tourism Dependency: Properties in single-industry tourism markets face cyclical risks and potential regulatory changes affecting short-term rentals.

Management Complexity: Some qualifying investments require ongoing management that may not align with your involvement preferences or geographic constraints.

Political Risk: Consider how potential program changes might affect your investment thesis and exit strategy.

ROI vs. Lifestyle: Balancing Financial and Personal Returns

Successful Golden Visa investments often require balancing financial returns with lifestyle objectives. Understanding this balance helps align investment choices with your broader strategic goals.

Financial Return Prioritization

For investors prioritizing financial returns, focus on assets with strong fundamentals independent of Golden Visa demand. This typically means:

Urban Centers: Properties in major cities with diversified economies and strong rental demand from local residents, not just tourists.

Commercial Real Estate: Office, retail, or industrial properties that provide stable income streams and professional management.

Value-Add Opportunities: Properties requiring renovation or repositioning that can generate returns through active management.

Lifestyle Return Prioritization

For investors seeking lifestyle benefits alongside residency rights, consider:

Personal Use Potential: Properties you’d genuinely enjoy using for vacation or eventual relocation provide non-financial returns that justify premium pricing.

Family Considerations: Access to international schools, healthcare facilities, and cultural amenities may outweigh pure financial metrics.

Strategic Location: Properties in desirable lifestyle destinations that maintain value through scarcity and demand from affluent buyers.

Hybrid Strategies

Many successful investors pursue hybrid approaches that balance financial and lifestyle objectives:

Portfolio Diversification: Combining a primary lifestyle property with income-generating assets to balance personal enjoyment with financial returns.

Phased Approach: Starting with financially-focused investments and transitioning to lifestyle properties as residency status becomes permanent.

Multi-Use Properties: Selecting properties suitable for personal use, rental income, and long-term appreciation.

The Future of European Golden Visas

The European Golden Visa landscape has fundamentally transformed in 2025, with the termination of Spain’s program and Portugal’s pivot away from real estate marking the end of an era. Successful investors will be those who adapt to this new reality by focusing on the remaining opportunities while understanding the enhanced requirements and restrictions.

Key trends defining the new landscape include:

Program Consolidation: The effective reduction from three major real estate-based programs to one (Greece) creates increased competition and demand in remaining markets.

Enhanced Scrutiny: Significantly increased due diligence requirements, ongoing compliance monitoring, and restrictions on property use (such as Greece’s Airbnb ban).

Strategic Investment Focus: Preference for investments supporting national development objectives over purely financial transactions, as evidenced by Portugal’s shift to funds and cultural donations.

Processing Challenges: Severe backlogs in Portugal and increased complexity in Greece create operational challenges that require experienced navigation.

Alternative Markets: Increased interest in smaller programs like Cyprus, Malta, and emerging options as traditional markets close or become more restrictive.

For sophisticated investors, these changes create opportunities to build strategic advantages through early positioning in Greece’s reformed program, understanding Portugal’s new fund-based system despite processing challenges, and exploring alternative European residency options. The key is working with advisors who understand both the regulatory changes and the underlying investment fundamentals.

Building Your European Real Estate Strategy

Successful European real estate investment for residency requires a strategic approach that considers your complete financial and personal objectives. At Trois Investments, we help clients navigate this complexity by:

Comprehensive Planning: Understanding your tax situation, mobility needs, and investment objectives before recommending specific properties or programs.
Market Intelligence: Providing real-time analysis of regulatory changes, market conditions, and emerging opportunities across European programs.
Quality Focus: Prioritizing properties with strong fundamentals over those simply meeting minimum compliance requirements.
Long-Term Partnership: Supporting your evolving needs as residency status develops and personal circumstances change.

The European Golden Visa landscape offers strategic opportunities for investors willing to adapt to the new reality of fewer but more sophisticated programs. With Spain’s program terminated and Portugal eliminating real estate options, Greece emerges as the primary European real estate-based residency program, while alternative options require careful evaluation. By focusing on opportunities that deliver both compliance and returns within this transformed landscape, you can build a European strategy that serves your family’s objectives despite the reduced options and increased complexity.
